Building in the Central West
The Central West includes distinctly different NCC climate zones.
Bathurst and Orange are climate zone 7, while locations including Dubbo and Cowra are climate zone 4.
That matters because the NCC 2022 Deemed-to-Satisfy requirements for external wall vapour permeance become more stringent in cooler climate zones.
For relevant external wall layers, zones 4 and 5 require at least Class 3 equivalent vapour permeance. Zones 6, 7 and 8 require Class 4.
A Class 3 membrane used where the relevant zone 7 Deemed-to-Satisfy provision requires Class 4 would therefore not satisfy that DTS requirement.
Beyond membrane selection, airtightness and indoor moisture management also play important roles. Air leakage can transport significant quantities of moisture into an assembly, which is why the external weather layer and internal airtightness strategy should be considered as different but connected parts of the building envelope.

Why is Class 4 required in some parts of the Central West?

How do I know which climate zone I am in?
Use the ABCB Climate Map and search the actual project address or postcode.
Climate zones do not follow council boundaries, so it is worth checking the project location rather than assuming based on the broader region.
Do I need an air barrier as well as a wall wrap?
They perform different functions.
A weather resistive barrier primarily manages exterior water and air movement, while an internal airtightness and vapour control strategy can help manage air leakage and moisture from inside the building.
The appropriate combination depends on the climate and complete assembly.
