Cold Climate Condensation Is a Different Problem
If you build on the coast and in the Central West, you are solving two different problems with the same product range, and the specification is not interchangeable.
The Central West sits in ABCB climate zones 4 and 7 depending on elevation. Bathurst and Orange get genuine winters. Overnight temperatures below zero, heating running for months, and a large temperature difference across the wall.
That produces the classic outward vapour drive. Warm moist interior air, cold dry exterior, and water vapour pushing outward through the wall assembly. Somewhere in that wall is a point where the temperature drops below dew point, and if vapour reaches it faster than the assembly can dry, you get condensation inside the structure.
This is the situation the NCC condensation provisions were written for, and it is why the requirements tighten as the climate gets colder:
Zones 4 and 5 require a Class 3 or Class 4 vapour permeable membrane in external walls of Class 1, 2 and 4 buildings.
Zones 6 and 7, which cover the higher parts of the Central West and Tablelands, require Class 4.
Class 4 is more than eight times as vapour permeable as the Class 3 threshold. That is not a marginal upgrade, and specifying Class 3 in a zone 7 location is a compliance failure as well as a performance one.
The other half of the answer is the air barrier. Air leakage carries far more moisture into a wall than diffusion does, so in a cold climate an internal air barrier does more for condensation control than the external membrane alone.

What we do is plan orders properly with stockists rather than trickling small consignments across the ranges, which keeps the cost sensible for everyone.
If you are a merchant in the Central West, the conversation is worth having. There is not much specialist membrane supply out that way, and the code requirements are more demanding than they are on the coast.

Why is Class 4 required in some parts of the Central West?

How do I know which climate zone I am in?
The ABCB publishes climate zone maps by postcode and local government area. In the Central West the zone often changes with elevation over a fairly short distance, so it is worth checking rather than assuming.
