Those conditions mean building envelope design needs to account for both exterior moisture and the conditions created inside the building.
Rather than treating membrane selection as a standalone decision, the weather resistive layer, airtightness, vapour control, insulation, cavity, cladding and indoor humidity should be considered together.

Do I need a vapour permeable membrane in Brisbane?
Climate zone 2 is not subject to the same minimum vapour permeance requirements under the NCC 2022 Deemed-to-Satisfy provisions as zones 4 to 8.
Membrane selection should still be considered as part of the complete moisture management strategy for the building.
Why is Queensland different?
Brisbane’s warm humid conditions, rainfall, indoor cooling and seasonal changes create different moisture conditions to cooler southern climates.
The building envelope therefore needs to be designed for the local climate and complete assembly rather than relying on a generic vapour control rule.
